Around sixty thousand crimes are committed each year in St. Petersburg. More than half of those are violent in nature, involving firearms and killings. Murder has become routine here. For those reporting on the city's life of crime, there are worrying implications for the whole of Russia. Where St. Petersburg leads, the rest of the country usually follows. She was one of the victims of the almost continuous sweep of contract murders that have plagued the city. Starovoitova was one of the founders of Russia's liberal opposition, and her murder shocked the country. Many saw her as a martyr to democratic ideals.
