Around sixty thousand crimes are committed each year in St. Petersburg. More than half of those are violent in nature, involving firearms and killings. Murder has become routine here. For those reporting on the city's life of crime, there are worrying implications for the whole of Russia. Where St. Petersburg leads, the rest of the country usually follows. She was one of the victims of the almost continuous sweep of contract murders that have plagued the city. Starovoitova was one of the founders of Russia's liberal opposition, and her murder shocked the country. Many saw her as a martyr to democratic ideals. SOUNDBITE: (Russian) "I do not have any doubt that her murder was and ordered killing directly connected with her political life and with her participation in the elections to the city administration." SUPER CAPTION: Anatoly Sobchak, former mayor of St. Petersburg In the months following the murders, the city's law enforcement agencies began a crackdown on organised crime, arresting many of the city's most notorious gangsters and uncovering warehouses of explosives and arms. Despite their efforts, Starovoitova's killers have never been found. Amidst the haunting beauty of St. Petersburg, crime and corruption rule. Life is cheap here.
